I’ve seen a few people try with pontoons and only one raft. I’d be worried about the saltwater corrosion. And it can also be difficult to fish with the current. But if the current is minimal at the moment, a pontoon would be doable. We have several rafts and pontoon boats here and we exclusively use them in freshwater, especially on rivers.
The new 2023 Hobie Passport is Rotomolded and only $1999. I'd recommend that one for that budget. For a little more you could get a Compass. If you get a used boat just be cautious about the age of the kayak, the older models don't have the comfortable seats like the more recent ones.
