I bought a 12 inch cutter from Harbor Freight. I used it like a maniac for two days. Then, well, it lost its chopping power. But this video explains how to fix it. It's a great help.
The bolt next to the adjustment screw is a lock bolt and it needs to be loosened during adjustment of the smaller screw and then tightened after so that the settings don't change. You basically ignored that lock bolt and may have stripped it.
I have a vintage pair of HK Porter number zero, and number 14 cutters I’m going to restore. And how exactly do I adjust the colors on those older ones?

I know this is an old video but I have to tell you, you are using the wrong tool, to cut your spoons. You need a sheet metal shear. The spoons are a little thicker than what you may consider sheet metal but that is what it is. Bolt cutters are not made to cut sheet metal, that is why you are having problems, with them. Specifically, you want a bench mounted, long arm, sheet metal shear. 😁✌🖖

No you can't. It is fixed by the manufacturer of the bolt cutter. It may vary from one manufacturer to another.
