Great question. As Rabbi Steve has explained it in this video, the men were responsible with leading their households as part of the Creator's design and so a covering does not imply a shifting of complete individual accountability and a proxy for one’s actions (“My husband is eating clean therefore I don’t have to...”), but rather a covering is responsible for making sure to do the actions based in Torah - which in this case of tzitziyot, is remembering all the commands of the Almighty and not going after our own eyes and heart.

Rabbi Steve briefly explains in this video that the women are included in that term in the sense of being covered by the men. (Think of how in many languages, a group of 1 man and 99 women is still described as a masculine term).
