For anyone not wanting the hassle of attempting to get these to work, there is a set of modded drivers that happen to be much more stable, and the performance is similar in most titles:
So, technically you can download a better GPU.

Back in the day I couldn't afford this one. I went for a HD4850. I wish I could buy stuff now and send it back in time to the younger poorer me.

You're lucky to be able to get a GPU for 1 euro, in Brazil it would probably cost more than £20.

Great work, I certainly wouldn't have guessed performance like this. Makes you wonder what other older cards could do nowadays with proper driver support.
JAZZ MUSIC INTENSIFIES
I wasn't expecting Leshcat's drivers to be mentioned. I used to use the drivers extensively a few years back on my laptop! At the time it was the only way for computers with 'switchable graphics' to have up-to-date drivers.
It's sad how drivers can limit such decent cards as that one.
The last best (Official) drivers were 11.11c which had the best performance for them. Since 13.x drivers AMD moved hd 2xxx/3xxx/4xxx to legacy support thats why it was so slow on 13.x
