That's actually not a "chopped up record" it's percussive playing on the guitar. It's one of Manuel Gardner Fernandez' (the guitarist/vocalist) most showcased abilities as it takes incredibly right hand speed and control.

He resisted arrest and his kids were in the car. Apparently the police thought he was going for a non-existant knife located inside the car so he could start dueling the police. The police closest to him clearly feared for his own life so he blasted 7 shots into the back of the man. That's some damn nice police work. Wish the rest of the west had police with some american academy training.

The picking and plucking is called 'Hybrid Picking'. Hard pressed to find a song by Polyphia where you don't hear it.
