But if you use up all of your energy attacking your opponent, you don't get to run away for the rest of the time you are tired, so they can't do the same to you. Every sport has rules against stalling, and the UFC does as well. They simply chose not to enforce them. Running away is a stalling tactic, and fighters get docked points all the time for running away from/stalling the fight.
