A lot of the people that are employed by the prisons are at a high school education level are simply arent suited to transition to other elements of the CDCR such as being parole officers. A simple solution to the management of parolees is to require CO to pursue college degrees while employed by the CDCR. they could transition to becoming parole officers and keep their pensions, which is really what the correctional officers union is crying about. regardless of whether prisons stay open or closed, crime isnt going away. thats a whole other conversation.
You might want to take a look at how stupid the modern day college graduate is. To think college students are more suitable for custody work is ridiculous and shows how out of touch with reality you are.
