If you're a beginner artist or don't have a lot of experience when it comes to rendering. It's always a good idea to find long videos explaining how to shade and how lighting and rendering actually works. Following shorts or tiktoks as your fundamentals will most likely not work well unless you learn fast.
Tutorials like these usually are beneficial towards artists who already know the basics and understand how the lighting is affecting the hair.

One more tip to get the fun colours- you can do a colour study on what colours suit the best on your base colour- for example the artist is using a pastel purple for some bits to bring out the colour :3
