From what I've learned diving further into this, a Lil Nas X wrote this song talking about a fan he had when he was small time, who has now stopped supporting him because he's not only famous now, but his persona and his influence are quite literally everywhere. The song is calling out to them, basically expressing his frustration and asking them to stay his fan.
As for Panini, he's referring to a character from a Cartoon Network show, who's known for being obsessive.
