2021: I was just watching an African lady train driver and her training in China for HSR and I am hoping to be alive to see the day HSR's are criss-crossing the whole continent. Actually it is a state moment. When PRC is first founded, not so much county wants to build diplomatic relationship with China.And with USSR as a superpower many western counties don't want to deal with China either. But African counties are not, they help the PRC to “Break the ice" of globe diplomatic landscape.

I can sense the fear of some of these people in the room.
Africans have been denied of their rights to be humans due to the colour of their skin. The 'civilised societies' of Europe treated Africa as a source cheap 'tools' for their growth. I believe 2 crops wouldn't have grown without 'human tools' from Africa ie cotton and sugarcane. Africa carefully developed will be the food basket of the world. Africa with her huge resources can provide raw materials and labour for global economic growth.

A key difference is also the blue collar chinese who go to Africa are moving there permanently with their entire families. Western college graduates volunteer long enough to build a toilet and put that on the resume before starting in law school or business school.
Not just graduates. Western young expats go for overseas posting in the company’s offices in developing countries, spend maybe 3-4 years (single job stint), enough to put it on their CV and make them more attractive to promote to senior leadership positions one day. Few integrate and have real local friends.

Western demographers see the population growth and urbanisation trend in Africa as a bad thing, so they respond by focusing on how to get Africa to control population. I remember the US once sent emergency aid to a conflict struck area (can’t remember what the conflict was) and it consisted of birth control rather than food and medicine. Whereas China saw the same data and projections and saw opportunities and anticipated that the Africans would need goods & services that they themselves had wanted when they urbanised.
Also, the presumptions mentioned on what China is doing is really a collection of Western projections, essentially assuming that China will attempt to become a superpower in the way they did, either through systematic settler colonisation or, imperial colonisation. Now taking aside whether China has a good intention or otherwise, there’s no reason to suppose any of this, especially since, unlike Western countries, China had already once reached superpower status and had already reached sub Saharan Africa before Europe did. Why would they attempt to return to that status in the Western way rather than drawing from their own previous path? That path had consisted of helping to build and maintain the Silk Road trade routes, and sometimes settling in the trade capitals and assimilating. Especially since their previous path to world power status was not resisted by the countries they dealt with, whereas the Western way was resisted almost from its beginning. Logically you’d assume they’d try to reinvent their original path to global influence.

All countries starts with low skill low paying jobs. China started with low end jobs too and work themselves upwards. Africa does not have the skill yet to be in the high technology jobs. They have to build up their technical skill by first learning from those who are a little advance. If you do not start learning low skill jobs to accumulate skills and capital then you cannot develop at all.
But African countries already have highly advanced technological systems. You cannot build a new future on old ideas, or see people in the limited way that others have looked at them before. There is something new emerging that needs its own new language.

This talk including Q&A is insightful. It reminds me of microcredits to the poor in Bangladesh. The poor get credit from unconventional financial institutions which see opportunity in the poor whom conventional banks don’t.
