The documents Sullivan girlfriend received. I'm sure Costigan made copies and sent them to dignam

I would imagine Sullivan's story after this scene was that Costigan, who was a known member of Costello's crew, was meeting with the other dirty cop, who he labeled as Costello's Rat. A shoot out started, during which Costigan, the Rat and Anthony Anderson's character were killed. Dignam already didn't trust Sullivan after Queenan was killed, which is why he resigned. Sullivan being the sole survivor of a shoot out where Costigan and another clean cop were killed made it pretty clear Sullivan was the Rat.

1. I think Sullivan already suspected him I think and 2. Costigan told Madolyn to give the files he gave her to Dignam if anything happens to him. So we can assume that is what she did after listening to the tape herself.

Sullivan had internal investigations follow Queenan (Marks partner) the day he died when he’s was meeting Leo (his informant.) that raised red flags. They had a scene where he confronted Sullivan for it. After Costigan (Jack) was killed that left Leo alive but then was killed right after. Found on the scene with Sullivan That only left Sullivan as the main culprit.

He doesn't even hide the body so what was the point of even having a cleaners outfit on in the 1st place

I just guessed it was because so they would dig in to Sullivan's life looking for his killer and find out he was the rat then come to the conclusion someone connected to Costello took him out.
