Those old buildings often are not as old as they seem - most are less than 80 years old. During WWII, Germans have made a concentrated effort to raze the city and succeeded in destroying about 85% of it before they were eventually forced out by the Soviets. The city has been subsequently rebuilt, based on a combination of surviving documentation and paintings by an 18th century Italian painter named Bernardo Bellotto.
As I understand, one last reconstruction project has begun in 2022 - the Saxon Palace, only one small fragment of which survived the war (the Tomb of the Unknown Soldier).
