This shows that this country needs to diverse its wealth much wider throught the country. This shows a unitory form of government. The power of government is not equilly distrbuted. By being a Federal form you will divert much of its power to other areas of the country. All of the cities would have the ability to become rich.
No, not just Manila, Cebu, and Davao. Add ILOILO as part of the unofficial list . It's just that depending on who is in the administration, the cities nearest the current administration are given priority in on projects and publicity. ILOILO CITY was not a favored city in the previous Admin, and so was left out on projects, with some projects that were intended for ILOILO transferred to these favored cities. But in spite of these obstacles, the ILOILO public officials managed to secure projects with little top government support. Let's give kudos to the ILOILO officials, both in the province and in the city, for holding on and continue delivering. Nevertheless, many of these projects now in ILOILO were pioneering and have become templates for other cities and municipalities to emulate.

It depends on the LGU. Aside from income, assets also include properties acquired by the LGU and income from investments. In short, it really depends on the LGU's ability to be resourceful. It doesn't mean that the more businesses or the higher taxes a city has, the greater its assets are. Corruption is also a big factor that affects the LGU's assets.

Mandaue locates in southern Cebu just throwing distance from Cebu City which both lack of large manufacturers (just couple of cement factories, 1 Japanese corporation, etc), get their electricity from Lete and have no electric power plant, lack irrigation, contaminated ocean, unreliable water supply, worst roads condition with high traffic, import pretty much everything from motorcycles, cars, electronics, rice, etc.

Ridiculous, considering the Philippines and not a big country is obvious that the old system created and pattern model into colonial constitution. this is what’s going on when the old system is being used over and over again and never worked to begin with it will never work. It will never shed some lights.
