The problem with the engine's design was it wouldn't meet emissions regulations, even after VW went to electronic fuel injection in the 70s. Being air cooled, engine temperature couldn't be regulated enough for expansion and emissions numbers would skyrocket when it burned more than a trace of engine oil. To completely re-engineer the the engine to conform to today's first-World standards, you'd end up with something resembling Subaru's boxer engine anyway. Liquid cooled, overhead cams, 20 lbs of wiring and electronics for engine management... and then all of the other mandates that were required for sale. Emissions and economy standards. Safety legislation. You couldn't build that car today. The entire car was a crumple zone when they cut back on the budget for 68 and used thinner steel for everything. The giant 5 mph bumpers were ugly, the elephant foot taillights were enormous, and emissions were futilly addressed with a catalytic converter that didn't really make much difference except to choke the performance of an already anemic engine. To give you an idea how that car would look if they still tried to build one, look at the size of a Honda Civic from the 90s, and look at one now. It's twice the size.
You missed it by about 30 years. The Ford Model T was the first car for the masses. The VW was a car designed for the masses in Europe. Ford was also producing cars in Britain on a mass scale before the VW as were the French with the Citroen.

The early beetles had mechanical brakes like the model T. They had similar power and neither were capable of high speeds. The earliest beetles are not the cars you remember. I have an uncle that restored a Model T and I have experience with those also. For the time and conditions of travel (meaning few roads) the Model T would be far superior.
