I cant really speak what others do, but i have heard some give the unvoiced hammers back to the client so they can break it in. I wouldn't do that to you Seth.
speaking as a german pianotechnician we basically take our voicing tool with needles and we stab the shoulders of the hammer until we feel elasticity and the hammers dont just feel hard anymore. A little bit like a tennis ball but stiffer. At the client we are check mating of the hammers and the strings, check the regulation, then the tuning and while tuning the hammers get prepared for voicing. The voicing part then is mostly at the tip of the hammerhead if the soulder are already dynamic enough. Saying this: in germany hammerheads are nearly always to hard and need needeling. Through this the best dynamic range can be achieved. We just use laquer for more power or brilliance, but after using laquer the dynamic isn't given as before. I hope you can understand everything.
