Best decade in the history of mankind sounds like a bit of a stretch. The 80s sure produced great entertainment out of the US and its lackies like Japan and Europe. But around the same time crime, war, anarchy, economic turmoil throughout the world was also at its peak value unlike previous decades. Most people during the 80s contemplated the collapse of the US. Had the Soviets not dissolved their Union by 1991, the US would have spiraled and imploded from ballooning spending on military and what not, the way it is happening today.
The main reason why 80s films and 90s action films are awesome is because they have memorable and likable characters and the films never took themselves too seriously.
