What would be your alternative anchor point at the base of the Tower/Structure if you wouldn’t have a Rescue vehicule?

Interesting. I like the redundancy, but it seems pretty man-power intensive. We often worked in two-man teams, so this wouldn't work for us.
Do you just throw on a Z-rig at the base for a haul system?

We train on this with a 2 or 3 man crew. The beauty of setting it all up on the ground ready to go is it just takes one rescuer to climb up, anchor off the lines, make patient connections, and then the rest is on the ground control. With the twin-tensioned (dual main) setup on the ground one person can control both lines at once.
For most situations like this you need just a small lift to get them off what they fell on or are attached to the structure. We prefer vectoring the lines when able for short lifts, but yes you could toss a Z-rig on one or both of the lines to haul if you needed more lift.

@@nathanpaulsberg6377 vector makes sense. Heck, with two lines you could vector one and ratchet the other. Nice.
