it's for hyperbloom raiden, she has a really consistent off-field electro application with her e and it has 100% uptime, so you can just build her with ad much em as possible and ignore every other stat, it's a very accessible build and lets her do a lot of hyperbloom damage.
Back when I pulled for Raiden, she was the best burst support I have but now she's on Dragon's Bane and full EM Gilded for Hyperbloom Raiden with Nahida and Kokomi. Really fun to play 😂

I've seen a lot of AR50 below struggle in this domain recently. Most of the time they get matched with fellow lower ARs with no support units to boot.🙁

As for Raiden in coop, in my experiences with other people playing Raiden, most are bad but in the few fights with people who have built and uses theirs correctly, they are really, really good. I guess the surprise was more like, on a coop, cuz we can't predict what others will do or get as characters as well. If they know or don't, i guess they just don't use raiden like this, so no need to learn about those specific ways to use her on the field, which is perfectly normal since the game is single player and all
Still is weird in solo hyperbloom u don’t use the burst to don’t mess up rotations, but in coop is a bit weird since basically raiden only pressed E the whole time, just in coop I think it is probably a bit bored, also the rest of the team is missing the energy recharge from her, so didn’t help the team that much IMO
