in short those two are frenemies, got into alliance together.
Jeming (red hair) is the leader of Neo Rasmary and will do anything for her own & country's benefit, she needs Neirin as a brute force mostly xd.
She as well is suffering with disease that only her right hand knows about, and this disease surely cuts a big lifetime span from Jeming.
Neirin (blue hair) is the leader's right hand. She doesn't care as much about most of things at all, but needs Jeming's assistance and influence for her own private reasons (revenge stuff).
but they kinda always stepping on toes one to another, 'case as time passes they make each other more problems than good. Getting too dependent on each other as well.

@@chichio01 oh! they made a magical oath (promise), it's a spell that is hard to chant and even harder to break!
the idea of promise was that neirin will never attack nor betray jeming, and jeming will do the revenge stuff part, but in reality... jeming kinda found some way around, i dont want to say more xdxd
