I think the PS4 version looks better and has better rain effects and more foliage but I feel the PS3 looks a bit more natural than the PS4 version due to the PS4's bluish color filter. This is especially noticeable at 5:44 where you can see that the buildings on both sides of the street are blue in the PS4 version whereas in the PS3 version the buildings appear more natural and true to their actual colors. Other than that the PS4 version is an improvement over the PS3 version. Especially the anti-aliasing. The PS3 version has terrible anti-aliasing whereas the PS4 version this issue doesn't seem to be present much at all.
I still play this game on my 360 and it’s the best version because it’s the OG version of GTA V and nothing can beat that version in comparison of nostalgia ❤

If you want a console and are on a tight budget, I'd highly recommend getting a jailbroken PS4 or a PS4 with firmware lower than 9.00. I have the PS3 and it's not really worth getting it now as majority ps3 games work on PS4. Also, every game released till 2023 is on the PS4

And then there are the gaming handhelds (the more affordable ones sold at Best Buy) that might not be perfect now, but later may improve to a point where they offer both portability and high enough specs to considering buying over the new consoles. I think it's best to save money for now until next year to see what is offered, but that's just my opinion.
