A Licensed peace officer in Missouri retains all police powers, including power to arrest, on or off duty. Including power to arrest throughout the entire state of Missouri for violent or felony crimes that they are witness to. So businesses prefer licensed peace officer over licensed security guard
Yes arest a suspect, but lighting up a cigar in his/her face is assault. I have asthma, smoke sets off an attack, it is never right to fire up a cigar, cigarette, or pipe wile making an arrest you do not know the health risk to the suspect
