Not sure where you're getting that from. The vast majority of the ones in the primary section are. The "lesser renown" section is a little more out there, but that's why they're "lesser"
This really hurts my brain. I love these guide but it is obvious how little they know. As Dan said "I'm not a big comic fan." Oh you don't say? If Batman wasn't as popular in Movie form people would know half of the villains they know.
I would debate that. Also consider that Batmans villains are absurdly easy to name and remember, Joker is a Joker, Two Face has two faces, Penguin is a Penguin. Etc. A lot of Supermans villains are oddly named.
