I'd argue that Armstrong was a very well written villain. Hell, I'd consider him a good guy if he didn't trap people into dangerous jobs and utilize amoral strategies. His plans of boosting the economy and building a world run by the individual are actually rather noble goals. But, the ends never justify the means.
I agree entirely. This end goal is admirable, but the means he goes upon doing that isn't worth it. Child experimentation? Come on. I feel like thats what raiden inherents from him. His admirable goal, but with a moral compass of protecting the weak and not crossing that line of moral no return.
