    "WÁ-Ê CHÈNG-HU BUEK THŪN-HÁI" is my first video in Penang Hokkien, documenting Tn Haji Zakaria's story and plea to stop The mega reclamation project which is the Penang South Reclamation.

    I'm in my 60s, and, being born and bred in Penang (Island), I have personally witnessed the transformation of this simple and easy-going island into an economic powerhouse of Asia, driven largely by the Electrical & Electronics sector which had made its introduction in the early 70s. It was then that the local and out-of-town labour force had begun to enjoy a more dispensable income and a better life. This had also resulted in a property boom for Penang where local developers capitalised on the improved affluence of the workers to build affordable housing in several satellite localities on the island.
    The next economic upturn phase came in the millennium when Penang had received more inward investments and tourism influx to spur a faster business growth, both on the island and on mainland Penang. During this time, local and top Malaysian developers jumped in the property band wagon to build deluxe residential and commercial addresses, at a frenetic pace, in anticipation of a grand take up from top tier foreign or investors including those under the MM2H programme. Sadly, many will find that the sale of these properties now has come to a grinding halt with substantial overhanding inventories!
    In my opinion, the blame should not be on Covid 19 alone but the suspicion should be on the misaligned planning by the Penang State Government on the supply-demand of properties on the island and mainland. Since the 1990s, tourists visiting Penang had negatively remarked about why Penang was turning into a concrete jungle and has side-stepped its original character. So, it begs an answer now on why Georgetown (Penang) should be recognised by UNESCO as a World Heritage Site in 2008 when this world status has been strongly overshadowed by the development of high rise buildings everywhere? Where is the taste of the town planners in the State Government? What kind of development do you want Penang to be or are you blinded by or complicit with the developers who had promised you multi-million investments or revenues?
    Which brings us to the current reclamation protest on the Southern Penang Island development. Is this what Penang and the Penangites really want? Are the plights of the fishermen too trifle for the Penang State Government to care? A mere and pitiful RM20,000 compensation for these fishermen in return for the billions of Ringgit to be earned for the future developers or investors of this part of the island?
    Please listen to the requests of Penangites for the State Government to reconsider the development of Southern Penang Island. We are only a small island. Why should we consider airport extensions and other development expansions?
    Please develop Penang with Penangites' priority and benefit in mind, specifically job opportunities, FDIs and NOT for the profiteering residential or commercial property developers or investors, who themselves are already worth millions.

    BTW can you please also highlight and explain to the people,
    1) what are seasonal fish catches.
    2) What are spawning grounds and the biology behind these areas.
    3) The various species harvested and the location where and how(methods) they are caught.
    4) How is coastal fishing sustainable, past, present and in the future.
    5) How will the proposed conservatory affect the local fishery.
    I am sure Penang people would like a more detailed report for a better understanding of the situation.

    I don't see why there is needs to do land reclamation? Seberang Prai area has so much of land available for development. I am very sure state government is all about fulfilling luxurious development projects.

    Thanks for bringing up this topic to public. We hope more public will understand the situation. But did you rejext Butterworth build BORR (Butterworth Outer Ring Road ) where all fisherman at pantai bersih been washout. That time who is the gov? Why no ppl help those fisherman... and what happen to them.
    Development away got two side. Just depent on which side you stand.

    I have also met Tuan Haji Zakaria on 11/7/19 during the Protest March to Parliament, a simple humble man doing SUSTAINABLE fishing of wild fish near his HOME to support his family and provide wild fresh natural fish to Penangite. WHY destroy this SUSTAINABLE SECURE FOOD SOURCE?

    Is there really a need for land reclaim in Penang? What is developing plan for Butterworth?

      Especially when Penang people refused to procreate/ having more than two children. Penang population is declining, replaced by foreigners. New housing are getting bigger and bigger under freehold titles, are built for foreigners.

    Ho giak lang eh pin ka ho giak.. bo lui lang leh, eh si lo… meaning the rich will become richer .. how about the poor, they will die.. I feel for the fishermen like Tuan Haji Zakaria. Why are their happiness and their simple livelihood taken away?

      Not forgetting Penang farming lands also development in new housing estate. No fisheries and farming in Penang would mean paying more to buy from other places., It affects whole Penang population. Yet the sohai talking in video says it affects only fisherman. Penang sohai no logical thinking one, that's why voted these pigs.

      When living became unaffordable, Penang sohai listened to pig leader blame najib for weak currency, failed government. Now this is karma for whole Penang.

    Tuan Haji Zakaria is correct. It will destroy the environment. We will not have cheap seafood to eat. Life is not about living in modern houses and working in offices. That is slavery. I'm disappointed with pg govt. Please organise a petition. We need to help one another as Malaysians, not chinese malay or Indians

    I agreed with haji zakaria,what development reclaimation si,with foreign investor n penang lan no say so what,gurney drive reclaimation what so good now already lost the gurney drive sea scenery fr our forefather sight pass on fr generation all gone now,new york concrete jungle si kio kio also now robbery ,drug problem business there also died one by one,you think oi lui lan really cared ,batu ferrighi very well develope like going to kuala kubu only the jetty there selling seafood,makan o.k only,orchard farm m.k also high prc for tourist only,people love penang the way it is n the last colonial heritage, make money is one thinks but to loose penang cultural heritage that what sell penang to the world,it will be penang biggest downfall somebody going to killed penang for somebody greed.

    Hello !! Singapore reclaimed much more land compare to Penang. If it not for land reclaimation, Singapore will not be at this global international stage as it is today. What Singaporean government doing to reclaim land are also for the sake of the future generation of Singaporean so that they able to maintain Singapore itself at the global stage of development, create more jobs and to attract more foreign talented professionals into the country. While in Penang, most of these activist are trying to stop these important future developments by calling so called " protecting the environment'. I want to ask what era are we living now? Do you guys wish to expect Penang to become kampong and jungle forever? Where does the future generations will land in the future job market ? If there is no development, I may 101% guarantee the future of Penang will doom and led to more businessman , investors , local talent and professionals flow out of the country for better opportunities.

    或許檳城許多朋友、有成就的商人、工程師、中產家庭都會飲水思源,感激峇六拜FTZ工廠區填土的歷史,覺得Bayan Lepas填土給檳城帶來幾代繁榮和工作機會。所以肯定檳城南部需要PSR填海。覺得發展是不可避免的,總要犧牲一些自然環境。況且不填海的話,漁民只能世世代代貧窮得沒有意思。
    其實不然。
    以前Bayan Lepas填的好像是爛泥田地、填土成本相對低,而且範圍小,幾乎全部用來作工廠。
    FTZ好像只有現在要填海的1/4大小。如今檳島南部要填的,好像是十多米深的淺海,比較像拉垮E&O股東的Tanjung Pinang那一代北部的海域。
    南部填海計劃有大比例是房屋,而且由於填淺海成本高,計劃中必須是偏向高價位的房屋。比較像Tanjung Pinang,但是整體供應會比它還大幾倍。
    還有Bayan Lepas當初必須集中一處管理,因為免出入口稅區和免公司所得稅是1970年代新概念。如今只要MITI一紙批准,不管在吉打、在北海都可以建廠、豁免出入口和公司所得稅。中國、越南都已學會這一招,Bayan Lepas的模式已經不能只看填海工程就可以期待有所成就。
    重要的是有價位合宜的土地、人工、便宜工廠宿舍、長期水電供應。所以優勢不必一定集中在檳島南部遠端,加上高價填土的基礎,反而可能是經濟絆腳石。可能拖累數代人付高地稅、門牌稅,來撐州政府財政赤字。
    雖然說PSR計劃一直在變動,顯示原本計劃的不切實性。最新模式說是“合資”,但是州政府不必出資,會實際嗎?而且好像只是其中一部分“合資不出資”而已。州政府終要負擔起市政、銜接路、管理等吧,還有後面幾個大階段的資金。
    加上原本要拿填海收入,來資建PTMP交通大藍圖的原旨,最近已經無疾而終了。一再證實原本的計劃的不切實際。所以整個填海計劃的敘述、論調、因由,仿佛只是為了無中生有土地,給某個有關係的工程加地產集團長期壟斷,馬上創造工程收入。而且是由工程和地產集團主催、推動、策劃的藍圖。反之州政府好像是被動、不知細節的、有不能代表納稅人利益的嫌疑。
    以下視頻仿佛只是用漁夫的願景,嘗試以情動人,來反對填海。其實當中費盡心思,解釋正反雙邊,來來回回的辯論。
    況且我們切身知道海鮮的價格日趨高漲,證實(a)檳城人酷愛新鮮魚蝦,(b)願意付出高價,(c)來買日趨稀罕的新鮮魚獲。反之同時證實(d)漁民和下一代的收入是可以水漲船高,跟着需求持續性地升高的。而不是政府估計的兩萬塊錢可以取代的魚獲。
    我們比較需要的是往世界經濟趨勢變化,和本地房產納稅人的角度,還有對商業的些許經驗,來評估衡量成本利益、代價、選擇,來深思和懷疑這個計劃的實際影響。

    I fully support the fishermen, it’s their life long means of survival.
    Penang island is already over developed. Remember how the previous state government was replaced .. don’t underestimate the voters… !! Enough of massive development now affecting the environment.
