  • This session from FormFest 2024 focused on how governments are scaling their SNAP benefits programs, with Maryland’s improved integrated benefits application and the Office of Evaluation Sciences’ changes to questions on the SNAP application.
    Key learnings from Maryland Integrated Benefits pilot application

    This spring we launched MarylandBenefits.org, a pilot application that tested improvements to Maryland's existing integrated benefits application portal. We designed a mobile-first application for SNAP and CASH benefits and saw an improvement in both the client and caseworker experience. Integrated benefits applications are becoming more common, but how do you design a successful application? We will share our process and learnings, and attendees will have an opportunity to ask questions throughout.
    Evaluating form modifications at scale to encourage benefits application submission

    The Office of Evaluation Sciences (OES) works across the federal government to help agencies build and use evidence. OES and Code for America collaborated on two evaluations of changes to income reporting questions on a SNAP digital assister application. Our session has two goals: 1) Discuss how to evaluate the impact of changes to forms and benefits applications at scale with customer experience metrics; and 2) Share learnings from our evaluations of the digital assister SNAP application and discuss open questions on how to improve the experience of reporting income. Attendees will leave this session with a greater understanding of the effectiveness of two form modifications and methods for evaluating modifications like this in their own forms and programs.
