    Sen. Byrd was not perfect but, he was a good man and a man of the people. West Virginia and the coal miners of Appalachia owe him our gratitude.

    Our current Kenyan Usurper president could not give a 30 minute lecture on shoelaces - let alone give a 12 part history of the Roman Senate.
    Please let Olympus Fall - BIG TIME!! Then maybe we can start again the RIGHT way.

      Something to do with opposing a "line item veto" whatever that is. He regards it as a "quack remedy"

      Seems nobody in 10 years ever properly answered this question properly.
      Hes talking about the economic theories of Raegan and certain efforts in congress to give more power to the president over the U.S. Budget (A power that is given to Congress only in "the power of the purse"). When he talks about Quack remedies hes talking about the "line item veto" which would allow the president to cancel government spending. You see Senator Byrd was concerned about government overspending and the national debt. His mockery of these ideas also refers to an old and now thoroughly discreditied economic theory that was accepted at the time called "trickle down" that argues that it is good for economies when governments divert wealth towards the already wealthy in the hope they will make investments in that same economy which will in turn benefit the middle class, which will eventually help the poor. In practice the wealthy do not invest the diverted wealth from the rest of society, and instead hide it away and out of useful circulation. He makes fun of trickle down and the line item veto calling them a witches brew (I.e, seemingly magic fixes to huge complex problems).

      Well said. The only thing I would add is that the rich need something to convince them to invest that money into a society. Either by moral or social persuasion, or by government coercion (taxation or seizure). The latter tends to be heavy handed if not outright immoral. It would be best if it were done by moral persuasion. Any attempt at moral persuasion should be able to satisfactorily answer the question that any sensible rich person would ask: what can I expect if I invest in this? You can’t expect people to work/give for nothing.

      The line item veto is the presidential power to veto specific parts of bills, rather than the entire bill. Its supporters say it reduces wasteful government spending, but Byrd is using the analogy of Rome to show that when the Senate hands its power to the President/Emperor, it marks the end of the system of checks and balances necessary for democracy @@ianinkster2261

      The line item veto would permit the President to cancel out spending provisions, maybe more, in bills (laws) passed by the Congress. Effectively it is the President amending law, at least in the form originally passed by Congress.
      Can the President legislate like that? Even where authorized by Congress? The Supreme Court later said no.
      Future Congresses have failed to restore the veto.
      The point about whether the veto would help the budget is, at its heart, beside the point. The budget, the laws, starts with Congress. The Constitution lays out specific processes, like Presentment.
      The President often is required to work with Congress. Not easy, as the Senator points out. This is not Imperial Rome.

    A good series of commentary on ancient Rome, as told by one of the most despicable men to ever occupy the Senate.
    For a man with such knowledge of the Roman Republic, you would think he'd have taken his own advice once in a while.

      Senator Robert Byrd was a notorious and unrepentant KKK member-- as well as a mentor to the Clintons, and Joe Biden.

      @@fleetcenturion Actually his record has been blackwashed. Numerous progressive black leaders have come out in defense of him and praised him for his always-dependable support of issues that help poc, the poor, and peace. I guess you didn't pay much attention to Congress and how it votes.
