i think i might have found a way to do so without using ruler and it comes at exact measurement when u rotate the circle 1>> create a circular frame.. 2>> create an ellipse 3>> now select ellipse and circular frame and use a plugin called TO PATH and in click on link 3>> now add number 4 numbers to show for circular thingy and make sure the first checkbox is checked and click ok now u will have 4 circular pizza layout which will rotate together without the circles going left and right. and this whole thing took me like 2 minutes 😃. try it and make a small video if possible

I see you are using guides un every frame, i suggest you can copy the element, then select the frame and paste, it will automatically retain the exact coordinates from the previous frame.
