I don't think a drug test is needed in Steve's old episode. If the person they were trying to test was using drugs, he wouldn't have been able to get a conclusive result from her. He would've said she was untestable due to drug use. But she does look like she is on something, especially given the way she acts and her choices she assaulted that man.
