Pretty sure the man in the hat is supposed to be Jack. From what I remember reading, they never rescued him because maybe he fled until they gave up on finding him and brought the other's home. This is him and Piggy, hence the one in the mask falling down the hill, the mask symbolizing a dead pig, the fall symbolizing his death in the book.

Maybe the hunter kid is the younger man in the hat , and he ran away as a kid and toughen ed up (hunting ) then in 'all those friendly people' the man in the hat has kidnapped his friend because she was too absorbed into modern ways so he forces her to run away into the sea to see how beautiful her surroundings which she took for granted actually is-and the pig men represented all the bad people in the world (thats why he killed them at the end ) so he was protecting her instead of the opposite
that can't be. Later in hands down, part 3, she kills him, and the pigs who act like his minions while he tries to kill the girl who left her. Though maybe your right, and the pigs were bad people just cheering him on because they thought he was one of them. Maybe he tried to kill the girl to protect her and she ended up not wanting to be helped or not knowing, and not liking the 'protection'.
then the reason it's called Health - He's psychotic. Willing to kill, for what he thinks is worth more. All Those Friendly People - He's only trying to help Hands Down - The conclusion was met. She made him stop 'protecting her'
