Yea. That was the behind the scenes intention of this battle. It was planned from the start Horobi and Aruto would fight each other in the final episode.
Yuuya Nawata has been the suit actor for: Zero One Kamen Rider Revi Gaav Sabers' was portrayed by Kosuke Asai Geats' suit actor was Yuji Nakata Gotchards' suit actor was Eitoku.
Zero-One was so good, the only problems I have with it are the ZAIA story arc's competition, and Gai's apparently shortened character arc. Imagine what the latter could've been if Zero-One wasn't cut short because of CoVid.

Abilitywise 02 is about prediction upon prediction at fractions of a second while Realizing is the peak of normal 01 performance. Storywise, 02 is superior to Ark Scorpion and could've wrecked Horobi entirely, but destroying him would've kicked off likely the civil war between humans and gears considering how strained things had gotten by this point. Realizing had just enough power to break Ark off of Horobi and free him from its malicious influence, meaning both he and Aruto could work towards a much more benevolent future.
I interprate it as something around "learning by yourself". You know how AI learns something by giving commands in response to something. They used here the word "realize" that they learned, not by another's input, but by their own experiences, reaching a "conclusion".
Zero one honestly seemed like the one rider whose cause is pointless. Trying to convince humans to allow machines to replace our every day lives doesn’t sound like a world I want to live in.
