There are loads of current controlled buck converters, they are usually called CC for constant current and CV for constant voltage, so just google for CC buck converter. they usually have 2 potentiometer on them one for current one for voltage

Actually, I do think that this HiiiPower COB is most valuable in applications where a very directional light through the Fresnel is needed. once you stick it through a soft box I think a diy version of the Westcott flexible LED panels is much more interesting a couple of years ago the great tuber DIY perks has introduced us to a version of this with the addition off USBc power banks and great Chinesecontroller products like miboxer you could get this to controlled flexible panel very easily also with high CRI and light output and rgbccw color control via app.
Buck converters rule.
It makes sense on your voltage. VoltsXAmps is power or watts....so if you get voltage fluxing you'll see massive jumps and same is true for amps.
