You need the sales team to sell your product and get the revenues from the uncharted segments of the market. You need finance team to keep a tab on how the budget is allocated to do all the activities with in an year. HR will help the managers to get the talent from the Market, Identifying and meeting the training needs of existing staff, Ensuring employee welfare and employee relations are positive and the list goes on.. The HR in my organisation is the only department that works till late. People should understand that HR is a staff function and does not hold any authority of its own. Whether it's recruitment, separation, disciplinary action, performance appraisal, training - everything is done on the recommendations of line managers. It might be possible that HRs in very small organisations are comparatively free, hence the stereotype. But believe me, you DO NOT want to work in the HR department of a bigger organisation.
