OMG! It was thundering and lightning down here in D.C. too last night. I thought it was really strange to have thunder and lightning in November around here also. Back in 2005 I was in North Carolina and I about freaked out because there was a thunderstorm in November and everyone around me was from NC or had been there for a significant amount of time they were telling me, oh this is normal happens here often.

The toilet seat sculpture feels like an homage to a show called "Dead Like Me" from around 2004, theres a scene in that show where a kid hangs toilet seats from a tree
It's an older synonym of highway. They're generally toll roads, but this isn't always the case. For further context, this place was right near the southern end of the New Jersey Turnpike, which is a toll road that cuts across, well, New Jersey. It's a pretty major thoroughfare along the East Coast of the US.
I think you may need to consider wearing a Hazmat suit when you go into some of these places (I know this is an old one...you know what I mean (future) The toilet seats were wild!!!!
