This Haruka character wasn’t even in the first two races. Pretty much decides to be your rival the moment she joins despite being low in the rankings and still ends up 2nd overall. Does she have custom AI or something?
Usually in lower difficulties the circle of your specifically spawning rivals gets picked (unless there is none to a custom character) up to a limit of one in 4th In Master mode that ruleset is thrown out the window to whoever is behind/ahead of you

To be fair, I never paid attention to the positions of my opponents in Master mode. They were all annoying. Once I completed it, I never looked back.
