The real plan for this scrapped boss would be to have sonic travel back in time to destroy the parts eggman used to build this robot, but what we got here is still pretty cool
It does make sense (at least in the story) that the final boss is so underwhelming. Eggman put all of his effort, all of his budget, into making Metal Sonic the crown jewel of his takeover. It’s why all the other Mecha Sonic’s in the classic trilogy are underwhelming in comparison, because they weren’t his ace in the hole, and it’s why all he has left once you get past Metal is a giant metal fan.

It was scrapped due to christian whitehead wanted the 2011 remake to be faithful to the original. Too bad cuz this and desert dazzle were pretty neat concepts to be in the 2011 remake

He had ideas like new additions for Sonic CD, but they ended up scrapped because employees were against it. They don't want the Sonic CD remaster to stray far away from the original. How the Final Fever boss works is that after collecting the 7 time stones and defeating the Egg Spinner. The time stones create some sort of dimension where time spirals out of control, and then you fight the boss which looks virtually impossible, but Sonic can defeat by traveling to the past and destroy the boss before it's complete. There was also a scrapped level called Desert Dazzle, which is placed after Palmtree Panic and Collision Chaos because in the level select there's no level called R2. However, both Desert Dazzle (under the name "Mirage Saloon") and Final Fever(time spiraling out of control) ended up reused for Sonic Mania.

That would be a similar case with the Final Fever boss where you have to collect the 7 Time Stones to fight it and the zone has time spiraling out of control just like the Egg Reverie Zone.
Tbh, I was actually kinda glad sega put there foot down in that instance, since Christian Whitehead doesn't take an appropriate Digsite approach to adding cut content with rereleases and ports.

I find that cool because Metallic Madness is Round 8,* therefore a secret round would be Round 9 *this is due to the cancelled Dubious Depths remaining as Round 2, all the other levels (except Palmtree Panic) have a round number higher than their appearance in the level order

The real final boss isn’t lame… in the Japan version. The Japan version just has the same boring ass boss theme which by the way just repeats the same theme and they didn’t even use the Japan last boss theme which has to be the most disappointing thing they done. The Japan version does a much better job with the music and it feels like this is it your last battle with robotnik and it sounds like he isn’t messing around. The boss fight itself is actually quite challenging not hard or easy but in the middle for me. It’s not the best one let’s be real but it’s no where the worst
Honestly I would have liked a different final boss for the good and bad futures. R9 being the good ending boss while the "Psycho-Egg" from the 1990s concept art would be the bad future final boss.

Meh.. kinda mixed bag. While main big sprite is great, I hate the whole bungie jumpiness thing. plus the blue small spikeballs look misleading. Asif they are still dangerous to touch.
when I was in the third act I thought -this is going to be epic- but no, the boss was good, a little boring in sonic 2 I had the best fight against eggman 😞
Could make much more sense if that boss was an early concept of the original Sega CD version, considering it's peculiarities and limitations. But they scrapped it from 2011 rerelease, which definitely wouldn't have any systemic problems
