Information is absolutely necessary in ruling. Another power of King. This shows they are worthy candidates to having geass. Absolutely useless for ruling. What is a soul gonna do in a body that's not of Roy blood if the original body is burnt to ash. Alone even with information about many things, she would be unable to act. Charles The Britania has the ability to manipulate memories and even seal them. As a king, it's useful to some extent. But Charles power always came from his intelligence and military power. Not his geass. His geass is not an absolute necessity for ruling. At best, it's "half" the power of the King. Charles geass seems to be lacking something but it reflects how he is stuck in the past. A king stuck in the past can't rule properly.

I haven't read any of the manga and novels, as for the new Code Geass (Where Roze/Sakuya is) i might not watch that as i don't like the MC's hairstyle, Roze/Sakuya looks like a Yu-Gi-Oh character and i've always hated the designs of Yu-Gi-Oh's MCs' hair. If Lelouch gets shown in Sakuya's anime i might take a look at it since Lelouch (L.L) is the GOAT.

Lelouch's Geass can practically do almost everything on this list besides Shamna's and Mao's. Sakuya's is also very similar to L.L's but for her it's by voice instead of eye contact. She could theoretically even use her Geass on blind people like Nunally but her geass is also rendered useless against deaf people. But honestly it doesn't even matter for L.L anymore as Geass doesn't work on him as long as C.C is with him. And as we learned from the new adaptation, he can now also give Geass to people.
Not gonna lie Leila has the most beautiful Geass of all. I just wish she can use it more in the series however towards the end of the series that is when she started using it. It feels more like too little to late

Geass official X account has confirmed that her Geass can only be used at her death. Many official guides and light novels confirmed it first.
