  • (Moscow, September 15, 2014) Nearly 30 percent of all children with disabilities in Russia live in state orphanages where they may face violence and neglect. Russia should stop abuse of children with disabilities in state care, and prioritize support for children with disabilities to live with their families or other family-based care, rather than in institutions.

    My daughter was born in Russian and placed in a mental institution when she was three months old. We adopted her when she was three years old. She was very small, wearing size 2T clothing and had a difficult time walking. Most people believed she was two years old when she was adopted.
    She is a high school graduate and went to college part time while working. She is now studying to be a pharmacy tech for the local grocery store. We are sure her life would have been different had she grown up in Russia.

    I was adopted from Russia in the early 90's when the Soviet Union fell and came to America, i couldn't watch this without tearing up.. People are disgusting... God bless theses poor children.

      Me too, I was adopted from orphanage number 12 in st. Petersburg burg. Somewhere between 1994-1995. I remember a great amount of abuse and hardship.

      It really is heartbreaking. Their muscles atrophy and they essentially starve. They are so malnourished their bodies can’t develop normally. Or much at all.

    I was in orphange #12 in st. Petersburg russia. I remember all kinds of abuse to myself and many of the other kids. It really is miracle im even alive today and didn't stay a vegetable forever.

    I can't even begin to know how these children feel..Having to know that they were abused, and then are actuality in good loving hands, let alone, dealing with their own disabilities.

    Down syndrome is hardly a disability these days. They are the best out of us all. They are the happiest, caring and extremely loveable. They say they are "not normal" but we are the not normal ones. I truly believe that.

      Kevin I know this is your stupid idea of 'a joke', as you'll doubtless reply, but go ahead. Move to Russia and visit some appalling orphanages with lying-down rooms. And God help you if you become disabled on the job, or depression sets in and you find yourself addicted to alcohol or heroin, because Russia doesn't seem to give a shit about its addicts, provides few resources, and regards addiction as a 'moral failing'.

    Dasha has down syndrome, most of those kids grow up being pretty independent and having jobs. Some even go to college. They might be different but they sometimes have an average IQ. No need to automatically assume they will most likely not say anything until they are over 30. Had 2 friends in High-school with down syndrome and one was great with piano.

    I'm so glad the mothers decided to take their children back. Don't blame all Russians for this kind of behavior. There are many good Russians out there so don't let this ruin your view of them as a whole.

    I went to a 24 hr daycare centre in former USSR as a child . I was there 4 days a week. I lived there ghe rest of the time. I was abused there quite frequently and so were other kids. That was back in the 80's. I left in 1990. I can imagine how much worse it is for the orphans living in group homes and mental institutions.

    I am American...never been to Russia, and am not disabled in any way but, my sisters and I were all taken from my parents (3different times for child abuse) as young kids. 2out of 3 of the facilities I was personally in was alot like the places spoken of here. The only reason the one was not was because I was old enough to defend myself and indeed DID protect n defend myself while I was in there. They drugged me too...all the time! My poor sister (who is indeed mentally disabled) was tied to a chair, placed inside a closet while tied to the chair, and was raped too! SMH I could tell u stories that would make ur head spin!! Russia isn't the only country doing this---dont believe it is. It happens rite here in America too💔😓

    This footage is the most truthful that I have ever seen. It embarks on the mistreatment of disabled children in orphanages then I reveals the successes of those children that are taken into foster homes. I am very impressed with the coverage content .

      We know about abuse within the evangelical adoptive families. Even deaths. These foster families killed 2-year-old Kostya Shlёpin, 7-year-old Victor Tulimov and others. This does not mean that all Christian foster families use violence against children. This means that not all families are suitable for orphans

      Unfortunately abusive behavior existed since the beginning of time. Kostya, Victor, and others have died in foster homes. Such an occurrence proves that we must properly investigate these foster home placement organizations and the caregivers in the foster home to make sure that these children are safe.

    Childs deserve the best fom adults and disables childs deserve the best of the best from us becasue they cannot manage themselves alone.
    If most adults around the World whatever our situation is would think in this way and also we would remember that we were time ago childs and how we demanded help from our adults, i am sure that we could help "our" childs to grew better.
    There will be times in the life of an adult to be sad and to feel bad experiences, but absence of love, lonelyness and helpless cannot be felt by childs: NEVER!!!
    I wish all the disabled childs the best of the best: LOVE AND CARE!!!. YOU ARE THE REAL ANGELS OF THIS WORLD

    Parents’ ignorance causes children to be housed in deplorable conditions. I fought the healthcare providers for no education presented to these parents. Disabled children deserve to be loved and their needs met.

    Disabled children were put in state institutions in America too. In 1969 my parents were told to put me in a institution because I was not talking. My parents refuse and raised me as a normal child. My dad would say that he prayer for me to start talking then he couldn't shut me up.🤣🤣

    Who will ensure that patients - the orphans will be happy in adoptive American families? US does not give such a guarantee. The United States does not give information about foster children are adopted by Americans. What will happen to these children if the Americans to adopt them? First ... Americans rarely adopt seriously ill children. A lot of advertising but in fact the number of such adoptions is very small. Secondly ..... where is the guarantee that the child will not die in the US after two years and will not be disassembled for organs for transplantation? The US Agency sent reports on foster children living only for 1-2 years in US . Then comes the silence and obscurity. What right has the United States to make a complaint to the Russia? Maybe the US made a huge amount of money for these children and now want to see how work the American money? NO! The United States did not transfer money to the children.
    What can happen to these children in an American family that social services do not control?
    Children of Tom and Debra Schmitz
    10 children adopted by/in legal custody of and 7 children illegally in the "care" of Tom and Debbie Schmitz were abused by their adopters (they also had 1 bio child). For years the Schmitzes took in disabled and otherwise troubled children in their home and were part of an under-ground network of people taking in children from disrupted adoptions. As adherents of Attachment Therapy, they beat their children, locked them up in cagelike bunk beds, forcing one child to eat his own vomit; holding another child's head underwater as punishment; sitting on a girl and urinating on her; and hurling a wheelchair-bound girl into a swimming pool; placing a hose in a girl's mouth and turning on the water, and lancing a boil on another child with a box cutter as she screamed in pain; forcing children to dig what they were told were their own graves.
    Seven children in the "care" of Tom and Debra Schmitz were illegally placed. At least: 2 were from China, 2 from Russia, 1 from Vietnam and 1 from Mexico.
    Debra pleaded no contest to 14 counts of child abuse and one count of trafficking. She was sentenced to six months in jail and probation. Tom Schmitz case has been expunged. The Schmitz are now divorced.

Russian social services systematically monitor the children's homes. The prosecutor's office monitors the children's homes.       The psycho-social factors play a big role in the production of growth hormone. No GH = No protein synthesis and it shows VERY clearly that these kids have been exposed to a shit ton of stress. Its really fuxking sad

    I am glad that the mother finally took her back, but when she said she thought the hospital would take better care of her daughter, I felt little bitter, its her duty to check on her kid and see what's going on with her life, rather than just leave her and forget, which some mothers do.

    Those doctors in that hospital flat out lied to the mother. Russia seems to have some sort of sick opposition towards people with disabilities. They've treated these children like they're a stigma on society. All these poor poor babies! They didn't ask for the conditions they have!

    I'm going to talk about life in United States. Because we need to know what will happen to these children in a foreign country if they are adopted. Heaven or suffering, death and dismemberment of organs for transplantation. they are our children and we have a right to know and participate in their lives. US does not provide the information and the ability to control the American adoptive families. So we can not allow adoptions to US citizens.
    In the US killed 20 Russian children. Some of these children have experienced severe torture before death. Adoption is not possible if there is no regular monitoring and accurate information about the foster children in United States.

Ради нескольких ( не боле 12 детей в год ) солнечных деток с синдромом Дауна мы имеем право продавать и гробить тысячи нормальных детей ?       Я говорю про детей не только с поражением ЦНС, но и с другими диагнозами. Например инвалиды (сироты), у нас они не могут учиться в ВУЗах, им не дают квартиры, они не могут работать, они всю жизнь живут в казенных стенах, при том, что интеллект сохранен! Просто нашей стране они не нужны, их проще спрятать от всех подальше. А в Америке делают операции, ставят протезы и они живут как и все! Конечно есть те, кто пытается извлечь выгоду и т.п. Но сколько американцев спасли наших детей?! И сколько русских погубило своих детей? Не Американцы их сделали сиротами, а мы! И брать больных детей не особо хотим, так почему бы им не дать шанс на жизнь и не важно будь то в Америке или любой другой стране, все лучше чем существовать у нас. А по поводу тех семей, где детей избивают, убивают, опять таки кто виноват? Мы сами продаем всем попало. Если бы проверяли их, то такого бы не было!

    And YET they are allowed to be in the special Olympics with other European countries I think the Special Olympics community probably should look into countries not only in Russia but Eastern Europe, China,South Korea, Japan and eastern Asia to make sure that children in those countries aren't living like this etc.

It would be great to help all but should thousands of dollars be spent on adults with the mind of an infant to have round the clock care. While healthy intelligent children are living in poverty.

    i live at Developemental disability apartment in Rochester MN, they Rarely scrub the fridges here, have NEVER scrubbed the Main downstairs bathrooms toilet on the outside of it on the left and right side ! 1631 19th ave SE 55904, i would like too be Removed, live with a family, i'm 29 1/2 Male !       Kevin, even if a young person in the orphanage system is basically healthy and mentally okay (all institutionalized children have some related issues, but...) to even be in the system they will be considered "retarded". This label tends to stay with them for life and make it very hard if not almost impossible to get a good basic education much less a higher education or decent work. There are a lot of very caring and loving people who work in the Russian orphanage system and some terrific people who volunteer with the kids, but the system and the administration of it are fundamentally flawed and many of the young people coming out of it end up in crime, sex work or taking their own life.

      Way to help ? The children have severe incurable diseases. Down syndrome is not as scary as the diagnoses of these children. The best care and the best food is not the salvation of these children. They eat mashed food because they can not chew. How can you help them? Vitamins, fruit and vegetable puree, natural fruit juices, baby creams, diapers. It is necessary to find out what they need at the moment. Maybe they do not have wheelchairs. Need to talk with the director of the orphanage.
      Basic needs:
      CARE:
      - Diapers of all sizes (especially from 10 to 25 kg), absorbent diaper;
      - Wet wipes, napkins, disposable handkerchiefs and toilet paper;
      - Cotton swabs;
      - Baby cream, cream for diaper, powder, cream of redness and pressure sores;
      - Baby soap, baby shampoo;
      - Children washing powder - automatic;
      POWER:
      - Fruit puree (apple, pear, banana and other fruits are not red);
      - Juices for babies up to 1 year (not too red);
      - Baby cookies ;
      - Instant oatmeal.
      For busy:
      - Sketchbooks, office paper (the one with paint pencils);
      - Colored pencils, gouache, ink for fingers, markers (6 colors) and markers wide;
      - Clay;
      - Colored paper, cardboard;
      - Materials and literature for developing classes for children up to 4 years;
      - Children's books for kids;
      - Erasers, pencils, pens, tape, pencil sharpeners and other necessary detail.
      In groups:
      - Toys, especially educational (not soft! - Not suitable for sanitary standards);
      - Highchairs for 2 - 3 years of age,
      - High chairs ;
      - Walkers wide (large footprint);
      - Stroller for walks single and double (one seat in front of another);
      - DVD-drives with the children's cartoon (stubby, Russian, for kids);
      - CD-discs with nursery rhymes and fairy tales.

    But who is gonna pay for them ? You may brag about how sad it is, but are you gonna adopt 1 of those vegetables ? It will cost you a fortune and you can not work because the care for them takes too much time. Russia is a smart country, if a working mother gets a vegetable that needs 24/7 attention then she can not work anymore, she will ask the state for money but the vegetable will never return a dime, it can only eat, sleep and crawl

      You got all wrong. You dont get a vegetable child. Children's growth is stunted from abandonment. And can be a vegetable from abuse and neglect. I know because I was one of them and have documentation to prove it.

    And who are you to tell this story? Are you a child development specialist, psychologist, family therapist OR you are a political agent still trying to stamp Russia in dirt?
    I am a social worker and KNOW how much abuse, neglect and even murder happen in North America at the hand of the PARENTS!! So, do not dump everything on Russia, but tell and SHOW what is going in YOUR country!
    If you truly were a professional, you would not gossip but provide a constructive criticism and perhaps help these children!!
    As of today Russia doesn't allow adaptions into the USA, as at least one of the adapted young children was murdered by "wonderful" American parents!!

    It is unfair to blame the staff at these places though, one can only blame the system for under funding. Photos of children with disabilities on the floor sprawled out is not an indicator of neglect or abuse. Loads of children do that in the USA in fine facilities. It is part of the conditions that create sensory neural integration problems. The only alarming thing here is the rooms where they are immobile for long periods, but this is due to not having funding for hospital beds and bedding. Not having funding for appropriate lifts and chairs. The underweight is from not having the advanced formulas that other nations have available due to again low funding. it is up to more than the government to take care of disabled people and it is time for the Russian people to form disability groups that advocate and fund raise for people with disabilities. The government can only do part it is up to the people to be the leaders of their government. Human rights groups draw attention to human rights conditions, but advocacy groups should rise out of this and lead their people and government.

      A lot of care givers/ staff were the ones abusing kids in the orphanages. I know this for a fact because I was one of the orphans in orphanage no. 12 in st. Petersburg russia where I and many other children were abused harshly daily. You can speak on matters you know nothing about. The stories people here about these orphanages are very true.

      @@seerking I'm sad to hear that. So if you don't mind my asking, how did you transition out of an orphanage to living on your own? Is there a support system that helped you , or did you just have to do it alone?

    What the US wants? To Russian service gave terminally ill children in the family and pays money for the maintenance of these children? This is possible but many of these children do not even understand what has changed. Where is the guarantee that these children in the family will receive better care than in an orphanage? We know what the problems in the US foster families with such children. Some adoptive parents use these children as a way of earnings and the opportunity to give a chance to the native children to get an education. Lots of violence and neglect against these children.
    The family is not a panacea for saving these children. No need to put pressure on Russia. Americans see well that these children receive good care. If there are problems with medication and treatment ..... let international organizations help. Do not be a hypocrite. In many countries, these children simply do not survive or are in appalling conditions (dirt, stench, poverty, lice, worms, etc.). It took only two years after the ban adoptions for Americans. Closed many Russian orphanages. Children left in the family. The process will continue. If the US wants to help financially ... let help.

    One must have the prudence. Beggar family can not keep a sick child. In many cases, the children's home is a salvation for children.

    You want to happen in Russia? Children are dying of hunger in poor families and you will look and shed false tears. Sick children do not need this "mercy" and a "sympathy"
    Orphanage sometimes is necessary to prevent the suffering of children and do not let them die in the mud hunger poverty. That there was no need to save these children from the family of "happiness"
