    A capacitor and current limiting resistor set how long it takes the output voltage to reach the input voltage. Being an RC time constant, higher values of capacitor and resistor take longer, while smaller values go faster.

    it's not a delay of course, but a filter - if you rise voltage right after you plunge it down but before capacitor was discharged - output will not follow this curve but rather stop at the new set point - so it's a low-pass filter

    and if one put voltage on inverting pin(3), it will work the same, just invert the output to the input?

      Pin 3 is the non inverting (+) input. Sometimes the (+) input is above the inverting input (-) on the schematic, but I thin all of the op amps components I have come across so far have the (-) input above the (+) input. So it is important to pay close attention to which symbol is which on the schematic. You can't swap the inverting and non inverting inputs at all for this particular circuit.
