Some departmental stores have this tourist discount, just need to get the tourist card/coupon from the departmental store counter then make the purchase, there are T&Cs too so better research first before going (if you are!) 😊

Went to Kyoto a few years ago and really loved it too~ MANIFESTING A JAPAN TRIP FOR YOU TOO!!
