The first question says: Are you a graduate of a foreign medical school seeking to perform medical services in the United States but have not yet passed the National Board of Medical Examiners examination or its equivalent? The second question says: Are you a health care worker seeking to perform such work in the United States but have not yet received certification from the Commission on Graduates of Foreign Nursing Schools or from an equivalent approved independent credentialing organization?

That of 13 years is also the correct one. I know some countries go for 13 or used to go for 13 years like Kenyan old system 7-4-2 . That is the US equivalent of highschool diploma.

Indicate all of them on ds260. And go with all of them to the interview. Also prepare some work documents too. Some consular officers will dig deep.
