When she glued them down kinda in a semi circle like way. So, it seemed as if the eyes were following you.

usually that sort of effect is airbrushing. marker doesn't work very well, though watered down acrylic paint also works, it takes a significant amount of time to get the right effect, but works if you can't afford an airbrush.

The black was probably airbrushed on before the eyes were placed in. Airbrushing is a good way to color fur and blend in the color to make it look natural. Just looks like they laid in the black color very thick.
I'm pretty sure she used the 'follow me eyes' technique. It's a recessed plastic eye in the middle, and the edges of the recess are lined in black so that the outer sides of the eyes look larger. Some line it with white as well. There are tutorials online for making eyes like that :)
I always found these heads quite interesting, I actually met someone whose head's mouth moves as he is actually talking. I was amazed when I first saw it, and then I wondered, "how the heck do they makes heads that do that?"

Put a hinge before you fur it. On the base of the head behind the jaw where it would move normally on the real animal. Make sure the fur works over the hinge! :3

You either make the head and make the bottom jaw seperate, of it can have a hinge. They both move when you open your mouth
