You may also consider the comparison of population at the time of Former President Magsaysay and the present which I think may have effect to the amount required. In addition, also compare the value of peso before and now.

In the US the confidential fund proponent has to explain in detail up to the last cent the reason or the imminent threat to the state or national security why the Speaker should grant your request? The proponent has to make sworn written report back to him & submit proof to the Speaker & the Gen Accounting Office whether the fund was properly spent or dispensed to prevent the threats mentioned in the request so if the threats didn't happen you got to return the corruptfidential fund in the general fund or face plunder, graft or malversation charges if you fail to return it within 24 hours after the date you stated in your request the national security threat would have happened. These funds should be used only to reward informers who have helped the govt capture enemies of the State but not as a prize money, an award or even a reward to officials of the State loyal to the party in power.
Exactly they have to explain where the confidential fund was used! Is it hard to understand. Gosh!! You senile Duterte made this a big issue, because with the confidential fund of your Daughter you can use it for your bloggers, trolls etc and continue your connection with China.
One thing i couldnt grasp is why do they allow this, except that of Magsaysay w/c was use accordingly, too much vested interest in our government, people have the right to get involve, its their right
