I remember when I was about 7 watching this, it was awesome. I remembered this when I was seeing the list of performers and saw her as well as No Doubt and Sting (and I remember my parents telling me who Sting and Gwen Stefani were during this performance). I was probably her biggest fan when I was younger.

Madonna, Janet and even MJ are some prime examples. Not to discredit any of their abilities as artists. But the decision to play it safe and not risk cracking out and sounding pitchy , it is safer to just lip sync it. These artists are still absolutely capable of singing, they have proven so time and time again however the superbowl stadium isn't built around them performing a sold out concert so without the necessary stage equipment, or arena, it is almost too risky to attempt anything too bold without the aid of lip syncing etc. Now days technology has improved ten fold, which is why Beyonce, Lady Gaga, J-Lo, Shakira and others can use more vocal and dance prowess, however that said, Shakira and J Lo were suspected to had lip synced pieces of their performances. The point is it would be safer to lip sync rather than ass it up and sound stupid in front of billions around the world.

Rather than cancel she decided to lip-sync her performance at the big game. But since Sting and No Doubt were singing live Shania could not join them at the end when they all sang together
