You dont need 4piece speed set sir. You are not outspeeding anybody with that extra speed. Guedere and SS Gauche are a bit faster than Noelle but are nowhere near in the meta (or not even released). Then there are 5 other characters (William, both charlotes, Finral and Valtos) which she can't outspeed even with 4pc speedset AND +3 speed stone anyway. So youre wasting potential defences on Noelle with this build. And she is faster than anybode else in the game, so 2pc speed is enough. Hope this helped.
I still think you do for right now. More so for mirror matches when they have another noelle so you can counter them. I expect after a week when every one gets her it would be more beneficial.

She basically counters Valtos+Fenrl nuke team. She's too good. She's S+ tier in KR/JP meta
