Most of the reaction videos I've seen for this episode have missed that Gravik's briefing his men at the start of the episode, while holding information packs about the Royal Navy guys we later see on the submarine. There are even photos of them on the folders. That's why they're both at odds with each other, because one's been with Gravik longer and is more in favour of the plan than the other.
