while I prefer this interpretation of Mayor Stein compared to the base game, he doesn't seem to match his persona from his writings in vanilla. he seems utterly oblivious to the Legion's intentions and seems like a greedy hedonist himself. doesn't seem like he'd be the one to call out the NCR or the Powder Gangers for it. also, his writing in the base game is rather "flamboyant," so his guttural voice and confrontational nature doesn't really match. it's a shame, I think this depiction of a corrupt mayor, who also despises the corruption within the NCR so much that he'd rather turn to the Legion in opposition to degeneracy is a better written character, rather than the laughably unrealistically naive mayor in the base game, but at the same time its conflicting with that very narrative. i think this one quest would add alot to the theme of corruption within the NCR which you don't really get to see in the base game, especially since the original mayor seems more like a joke, rather than actual worldbuilding. Kilborn's quest is great though, novel idea with the crows, since they're just background details.

Before you read. This might be a a decently huge comment....Never made a mod. But I had an idea for one since fo3 came out and I saw people using mods.... I'd really like to bring my neck of the woods/central Kentucky to the world of fallout. I had an idea branching off from fo3 slightly. Where I a brotherhood of steel member of lions pride gets captured by eulogy Jones and his slavers. I escape with 4 others and we flee far away to central Kentucky to my hometown where my character was born.... There's a local rumor/gossip that Richmond KY has enough buried chemical agent to kill the world over 8 times. So imagine there's this huge biome around where I live that's a complete death wish to traverse. My character knows this and he believes it's the perfect cover to hide from eulogy cause I know a path into safe zone of Kentucky. There I deem it "the freeland" a place where slavery is forbidden. My hometown has a neighborhood I grewup on called circle drive. It's now known as "the circle" home of the freebirds. In this mod I'd like for the time after our escape had been 10-15 years so we're well established maybe 40 freebirds total. And we wage war against eulogy Jones cause he eventually finds us in the mod and comes at us full force. Except we're more than ready
One problem with this is there's dialogue in game of the mayor being burned alive on a pile of tires.

I think the mod uses some cut voicelines along AI voices, guess there was supposed to be a similar quest in vanilla.
