On a area that has good slope to it the prefabbed concrete shelters are a much wiser choice. With them you can put in a drain that flows naturally down hill that will not allow any water to build up in, under, or around your shelter.
What if the electrical power is down ? I mean, it's not like that often happens after major storms !?!?! How would one go about lifting a debris covered lid, then ??😞
They do concrete in ground shelters most are installed just outside your door. When installed on a slope they can be equipped with a natural drain that allows all water to run out and away from the shelter.

Is there enough concrete weight to keep the shelter from floating in water logged soil ? and Maybe include a Sump Pump ! tjl

Not sure what they have, but a manual hydraulic pump wouldn't be too hard to incorporate! Just like a Jack!
