I believe most public buildings should had atleast 3 modes of operations : essential mean 100% must be up or at least 99% up all the time , then the next layer of all equipment and instruments for normal operations at accomodation all needs ; then critical only up when war or emrrgency and isloated from all other modes but highest integrity in power , data , sustainibitlity and human talent
From what I’ve read on BLS is that you need a bachelors degree in engineering to be considered for a job. Some just need specific certifications. If you want something less time consuming with the education, I would just scale down to an HVAC Technician.
