People are hating on the finish because it was confusing as to who won. You could've ended the match with a draw like it was supposed to happen and still be happy with the match (which was still great.) Like you said we had two top guys that can't beat each other yet somehow Seth won. It didn't make sense. It should've ended in a draw instead we got Stephanie McMahon saying Seth won only for the call to be retracted almost immediately, making what happened kinda pointless.
It's not the draw, it's how it was done. It should've either 1. Just called it a double pin as soon as the spot happening (which helps you argument) 2. Or with the finish and then Stephanie raising Rollins hand and Shane raising Ambrose's.which would be a cool spot.

And besides, like what others have said, Raw has a third hour to fill.

I am 99 percent sure that the reason for the booking is to create a controversy in order to create two world champions, Seth on Raw, Dean on Smackdown. I would be shocked if there isn't some variation of that.

Draws/Dirty finishes should really be a rarity. If you overuse them, people get used to them. Which leads to "It doesn't matter what the finish is" thinking which leads to disallusionment in the promotion.
Adam may I suggest that Rampage use the Curb Stomp as a finisher. Vince does not want Rollins to use it so maybe you can give it to Rampage. I miss the Curb Stomp.
I actually like WCPW booking a lot, it helps build up good storylines that's why the Built to Destroy special event or whatever it is is looking so good
It looks a lot like a botched finish - Dean's right shoulder was up when the referee counted 1 and was only down for 2 and 3, whereas Seth's shoulders (from the angles that were shown) were down for the full count.
