I test the volts with a tester in the battery conectors pins, and voltage are crazy, goes up ... down to zero... goes up... The problem is that this case, the Power IC? or the Charging IC, the smaller at bottom side of the board?

gotta look for the datasheet of the ic, probe around the board with power connected. very hard to do. easiest is to change the suspectet faulty ic, check for passive components first, like shorted capacitors etc.

They are several power ic in this phone. symptoms may be no power at all,charges but no power on, etc. first evaluate what is working if possible.
